What is causing my computer to run extremely slow freeze?

My computer may work in part. It’s always cold, it’s possible. Recently I installed Windows 10 but it was running slowly and cold first and did not change or upgrade after installing Windows 10. My son has removed many things from the computer, and I believe he never reinstalled or did anything necessary to restore the computer after cleaning the hard drive.
